The House and Senate still aren't finding any common ground on a way to end the stalemate that has caused a partial shutdown of the federal government.

The Senate today rejected a House proposal to form a negotiating committee to resolve the deadlock. Republicans have been insisting on changes in President Barack Obama's health care law as a condition for approving funding to keep the government operating. Both parties on Capitol Hill continue to blame the other for the standoff.
