Recently, there was a gift card tampering ring that was busted in Texas that prevented what could have been millions of dollars in consumer loss. According to KXAN, there were multiple law enforcement agencies that worked together to dismantle a gift card tampering operation that was going from Houston to Austin.

Three suspects are now facing felony charges after authorities recovered more than 11,563 compromised gift cards, which prevented an estimated $5,699,650 in potential losses to consumers.

Where Suspects Were Caught

The investigation hit a huge milestone in late March when two of the suspects were arrested at a Walgreens store in Buda, Texas. Although law enforcement is well aware that these suspected criminals don’t sit in one area they move around to try and throw off investigators.

Law enforcement agencies including the Texas Financial Crimes Intelligence Center, the Texas Department of Public Safety, the Hays County District Attorney’s Office and Hays County Proactive Unit all began working the case in March 2026 after a report of suspicious activity.

A store employee noticed a man lingering near a gift card display. After leaving the store, staff noticed that several of the cards had been altered.

Investigators then identified the vehicle the suspect used which was a rental and began coordinated surveillance efforts tracking them between Houston and Austin. Law enforcement says the three suspects visited more than 20 stores over a five-day period targeting stores like Walgreens, CVS, and Dollar Tree.

How the Texas Gift Card Scam Worked

Essentially, the trio was removing large quantities of gift cards from store displays. They would peel back labels to record the activation code and serial numbers, then reseal the cards. Most people would not realize the cards had been tampered with. Once the cards were activated the suspects would drain the balance leaving the victim with nothing.

On March 30, Houjie Lin and Yi-Hsun Wu were arrested in Buda while allegedly committing gift card tampering. Their vehicle also had 80 tampered gift cards, two Taiwanese passports, and rubber bands which is an indicator of high-volume card processing.

On April 1, investigators executed a search warrant on an Austin hotel room where they arrested Hsai Lin while she was actively dismantling gift cards inside the room. More than 3,000 compromised cards were discovered at the hotel room.

Investigators believe the group was using a Houston residence as their base of operations. That is where they found 277 bundled stacks of gift cards.

All suspects are charged with Engaging in Organized Criminal Activity, which is a first-degree felony under Texas law. If convicted the charges carry a minimum sentence of 15 years in prison.

It’s important to inspect gift card packaging for tampering, keep receipts and proof of purchase, and buy gift cards that are located behind the counter at stores whenever possible.
