Police in Virginia Beach, Virginia say 11 dead and six injured after a city employee opened fire inside a public utilities building.

The Virginian-Pilot reports that the suspect was a current, long-term employee of the City of Virginia Beach. He was was fatally shot by police after firing at them and striking an officer, who was saved by his flack vest.

Fox News reports that gunfire erupted around 4 PM as employees were preparing to leave for the day. It's unclear if the suspect was targeting individuals, as he reportedly fired at employees on different floors. Police believe the gunman acted alone.
