The Baltimore riots have people asking questions about the rioters. Who are they? Are they young people concerned about being the next victim?  Are they just thugs taking advantage of a volatile situation?  One Mom who saw her son on live TV throwing rocks at police, is getting attention for what she did about it. She went down there and got him.

As you can see she slaps him upside the head, all the while yelling and screaming at him. She yanks off his mask as he tries to get away from her.

She chases him down shouting, "You wanna be out here doing this dumb [expletive]? Get the [expletive] over here. Get over here now. Did you hear what I said?!" before he finally gives up and goes with her. She continues to berate him as she marches him home.

Toya Graham, single mother of 6, talked with CBS News Tuesday.

“That’s my only son and at the end of the day I don’t want him to be a Freddie Gray,” Graham said. “But to stand up there and vandalize police officers, that’s not justice.”

The rioting began after Freddie Gray's funeral on Monday. Gray, a 25-year-old black man, died in police custody after suffering a spinal injury.  Six officers have been suspended, and the U.S. Justice Department is investigating possible civil rights violations.

On Monday 19 buildings were set on fire, 20 officers were injured and police arrested more than 250 people.

Maryland Governor Larry Hogan has declared a state of emergency and a mandatory curfew is now in place.

Thousands of police and National Guard troops patrolled Baltimore Tuesday night. Most people stayed off the streets during the curfew hours but Rueters reports a few hundred gathered at the same intersection where heavy looting took place Monday night. Using rubber bullets and  pepper spray, police dispersed the crowd. Seven people were arrested. Three more were arrested elsewhere in the city.
